Role Overview:
Our client's Conservation and Environment Delivery Center (CEDC) is seeking an experienced Agile Project Manager to lead application development initiatives supporting the Department of Environmental Protection. This role operates within a hybrid project management environment, requiring the ability to manage traditional project delivery while also serving as Scrum Master for agile development teams.
The Agile Project Manager will oversee project scope, schedule, budget, quality, and risk while coordinating with a broad range of internal and external stakeholders, including senior leadership. This position reports to the Delivery Center Portfolio Director and plays a key role in ensuring successful, on time delivery of IT initiatives.

Key Responsibilities:

  • Manage and monitor project execution to ensure deliverables are completed on time, within scope, and aligned with quality standards
  • Lead project and sprint planning activities, including epics, features, user stories, milestones, dependencies, and resource assignments
  • Develop and maintain project control documentation in accordance with enterprise project management methodologies
  • Manage project scope, schedule, budget, risks, and issues, and drive mitigation actions as needed
  • Communicate project status, risks, and health metrics to sponsors, stakeholders, and senior management
  • Prepare and deliver project status reports, dashboards, and presentations for leadership audiences
  • Facilitate standard scrum ceremonies including daily standups, sprint planning, sprint reviews, and retrospectives
  • Serve as Scrum Master for agile development teams, coaching teams on Scrum and supporting agile best practices
  • Collaborate with Product Owners to align product vision, backlog priorities, and delivery timelines
  • Coordinate deliverable review and approval processes and track required project artifacts
  • Support organizational change initiatives that improve agile maturity and team effectiveness
  • Ensure compliance with SDLC policies, procedures, and timekeeping requirements
  • Direct and coordinate Delivery Center staff activities associated with assigned projects
Required Experience:
  • 6+ years of experience managing large, complex information technology projects
  • 3+ years of experience working on a Scrum team
  • Strong oral and written communication skills, including executive level communication
  • Demonstrated leadership and team motivation capabilities
  • Strong business acumen and stakeholder management skills
Preferred Qualifications:
  • PMP and or Scrum Master certification
  • 3+ years of experience utilizing agile project management methodologies
  • 2+ years of experience using Azure DevOps for project related activities
Additional Notes:
  • Candidate or vendor must report onsite at the beginning and end of the engagement to inventory and confirm Commonwealth issued equipment
  • Equipment will not be shipped or returned by mail
  • Work is limited to 40 hours per week unless prior approval is granted
