Goldbelt Operations Support Services, LLC (GbOSS) offers expert construction, renovation, and support services. GbOSS has expertise in construction, renovation, and support services from design?build to finish work. GbOSS utilizes a skill set as general contractors to assist federal clients and is 8(a) certified.

Summary

GbOSS is in search of a Construction Inspector (CI). The CI provides on?site oversight, inspection, and quality assurance for construction, renovation, and repair activities supporting the U.S. Coast Guard Risk Management Framework (RMF). The role ensures all work complies with contract requirements, applicable building codes, safety standards, and Coast Guard specifications. The CI documents progress, identifies deficiencies, and serves as a technical liaison between project stakeholders, contractors, and personnel.

Responsibilities

  • Perform a variety of inspection duties, including monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs and inspection of USCG facilities for maintenance issues.
  • Ensure construction is in accordance with plans and specifications.
  • Make on?site inspections and provide written reports.
  • Perform reviews of equipment and material submittals, progress charts, quality control and safety plans, and various work plans.
  • Photograph construction progress and file records appropriately.
  • Monitor the Contractors Quality Control Program for compliance.
  • Research and identify design and/or construction problems and provide recommendations to the USCG Construction Project Manager/Contracting Officers Representative/Contracting Officer.
  • Witness acceptance testing, commissioning, and participate in inspections.
  • Perform inspection of construction and USCG facilities.
  • Meet with the USCG to keep them informed of changes to work or schedule constraints.
  • Review daily Contractors Reports and prepare reports.
  • Monitor job?site safety and compliance.
  • Maintain an updated file of approved submittals for the construction contract.
  • Maintain field records such as correspondence, daily reports, test results, solid waste disposal receipts, progress payments, and modifications.
  • Review and assist in resolving technical issues, including RFIs, DCRs, and progress schedules.
  • Prepare supporting information for proposed modifications.
  • Prepare field sketches, measurements, and recommend solutions to the USCG COR.
  • Maintain a current set of contract plans and specifications with executed modifications posted.
  • Ensure the construction contractor maintains current as-built drawings and updates the construction schedule.
  • Perform labor interviews when directed by the KO or COR.
  • Perform pre-construction plan reviews.
  • Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees to the CG.
  • Monitor compliance with environmental protection requirements; observe sampling and testing procedures.
  • Keep the COR fully informed of any technical or contractual difficulties encountered during performance.
  • Review payment requests and invoices and provide recommendations to the USCG construction contract COR.
  • Review, analyze, and make recommendations including cost estimates and schedule impacts for potential construction changes.
  • Perform other duties as needed.

Qualifications
  • In-depth knowledge of construction principles, techniques, and safety standards.
  • Ability to read and interpret construction drawings, specifications, and technical documentation.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office and basic construction management/reporting tools.

Minimum Qualifications
  • Complete the following training courses within 120 days of contract award (or recertify if expired):
    • Contractors Quality Management course (CQM?C) offered by an approved vendor such as Associated General Contractors, Associated Builders and Contractors, or an online training that meets USACE/NAVFAC standards.
    • 30?Hour OSHA Certification (CI must carry Department of Labor card).
    • Alaska Certified Erosion and Sediment Control Lead (AK?CESCL) Certification.
    • Construction Industry 8?Hour Confined Spaces Entry Certification.

  • Engineer / Architect path:
    • ABET?accredited 4?year Architecture/Engineering/Construction Management degree (degree documentation required).
    • At least 5 years of experience inspecting or managing multiple construction contracts across disciplines.
    • At least 3 years of construction oversight within the last 7 years on projects valued $500k?$5M (documentation required).
    • QA/QC inspector experience and knowledge of multi?trade project management.


  • Experienced Tradesperson path:
    • High school level education (school name and year required).
    • At least 10 years of experience in construction management, supervision, facility management, or quality control.
    • At least 5 years of construction oversight in the last 10 years on projects valued $500k?$5M (documentation required).
    • Experience as a construction superintendent with QA/QC duties.
    • Experience with building systems and managing all trades, subcontracts, and safety.
    • Requirements for all CIs: experience with design?build or design?bid?build contracts, hands?on inspection of facilities, and physical ability to perform job tasks.


  • Must meet all HSPD?12 requirements: Tier I/SF?85 background investigation, Common Access Card issuance, and approval to access Coast Guard or DoD facilities.


Preferred Qualifications
  • Associates or Bachelors degree in Construction Management, Engineering, or a related field.
  • Experience with federal, military, or government construction projects is highly preferred.
