The Director of Human Resources oversees the functions of the Human Resources Division.
The Director advises principals, managers and supervisors, oversees implementation of the District's evaluation systems, interprets negotiated agreements and manages relations with bargaining unit representatives, develops policies and procedures, and manages division budgets and functions.

Salary: Starting - $111,629 - $145,000 - Range based on experience - 240 Day Contract -

Director of Human Resources

Tasks involved in fulfilling above duty/responsibility:

Reports to: Superintendent / Designee
Supervisory: Yes
The Director's responsibilities for the Human Resources Department for the District include the following:
Advises principals, managers and supervisors, oversees implementation of the District's evaluation systems, interprets negotiated agreements and manages relations with bargaining unit representatives, develops policies and procedures, and manages division budgets and functions
Responsible for overseeing all functions of the Human Resources D[1] epartment, and Human Resources information systems including the development and implementation of evaluation systems for all certificated, classified and exempt personnel
Coordinates with District departments to implement professional development programs
Coordinates Labor Relations-level employee discipline matters
Counsels managers and supervisors on the administration of personnel programs, personnel issues, performance standards, performance appraisal, and unit-level discipline
Provides guidance and training to supervisors who have grievance resolution responsibilities
Interprets and administers collective bargaining agreements
Negotiates or supervises the negotiation of collective bargaining agreements
Oversees salary movement process
Develops and implements procedures for processing employee leave requests
Coordinates efforts with the Superintendent to respond to requests for information
Attends School Board meetings and other meetings as directed by the Superintendent
Makes routine employment decisions by setting goals, monitoring and evaluating performance, and taking appropriate follow-up actions
Ensures compliance with FMLA/AFLA, ADA and other applicable laws and regulations
Responsible for development of the Human Resources budget
Other duties as assigned by Superintendent

SECTION III: WORK REQUIREMENTS AND CHARACTERISTICS:

DEGREE INFORMATION:

The following are required:
• Bachelor's degree.
• Type B Administrative Certificate (or eligible to complete certification within six months of hire) OR Master's or other advanced degree (years of direct HR experience in a supervisory role may be considered in lieu of advanced degree requirement).
• Five years progressively responsible experience as a supervisor, manager, director, or similar position in a large organization.
• Human Resources Professional (PHR) or SHRM Certified Professional (SHRM-CP), or commitment to obtain certification within six months of hire.

Essential knowledge and specialized subject knowledge required to perform the essential functions of the job:

Considerable knowledge of the District and School Board policies, procedures and standards.
Considerable knowledge of the organization and communication channels of the school system.
Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
Considerable knowledge of the current literature, trends, methods and developments in the area of student services.
Considerable knowledge of trauma-informed and culturally responsive principles and practices.
Considerable knowledge of the principles of supervision, organization and administration.
Skill in managing and developing staff.
Ability to assess the needs of students.
Ability to plan, develop, implement and evaluate large programs.
Ability to develop and implement policies, procedures and standards for services offered.
Ability to maintain complete and accurate records and statistics and to develop reports from that information.
Ability to effectively express ideas orally and in writing.
Ability to make oral presentations before large groups of people.
Ability to exercise considerable tact and courtesy in frequent contact with the public.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Working knowledge of School ERP Pro is highly desirable.
