Job Summary
The Assistant Director of Special Education Recruitment and Management oversees and supervises the budgets and daily operations of the Special Education Department. The assistant director establishes equitable and efficient systems, procedures, and supports for all areas of the Special Education Department. The primary areas of focus are: Special Education and Related Services staffing, Special Education Department general fund and federal grant budgets, and daily operational management of the Special Education Department. This position will be supervised and evaluated by the senior director and director of Special Education Instruction. This position has a retirement association with the Alaska Teachers' Retirement System (TRS).

Job Requirements
The following are required:

  1. A master's degree in special education or a related field from an accredited college or university.
  2. A current Alaska teaching or special services certificate by start date.
  3. A current Alaska type B administrative certificate by start date.
  4. A minimum of three years of experience in special education or a related field.

  1. Ability to communicate clearly and professionally with diverse populations, both verbally and in writing.
  2. Ability to create systems, such as spreadsheets, formal memoranda, and other visual documents.
  3. Ability to organize, prioritize, and maintain effective follow-through processes.
  4. Evidence of skills that demonstrate strong detail orientation and record keeping.
  5. Evidence of excellent customer service skills.
  6. Ability to demonstrate good, reliable, and regular in-person attendance.
  7. Evidence of ability to collaborate and work effectively with stakeholders and the administrative team.
  8. Extensive knowledge of special education programs, best practices, professional standards, and trends that affect student outcomes.
  9. Knowledge of practical supervisory principles and practices that positively affect staff performance.
  10. Evidence of innovative ideas on recruitment and retention of Special Education staff.

Essential Job Functions
  1. Works collaboratively with the senior director, director, and other assistant directors of Special Education Instruction to share administrative responsibilities for the department.
  2. Effectively collaborates with other Special Education team members to implement best practices, division planning, compliance issues, and provision services.
  3. Prepares and submits various administrative reports as identified by the senior director and director of Special Education Instruction.
  4. Develops and maintains positive and professional relationships through effective communication.
  5. Manages the Special Education federal and state grant budgets, under the supervision of the senior director of Special Education Instruction.
  6. Receives budget guidance from the senior director and director of Special Education Instruction. Implements sound office management practices to manage and supervise business procedures and budget execution of the Special Education Department.
  7. Coordinates the development, compilation, and review of the Special Education Department's financial plan with the senior director and director.
  8. Prepares the annual Special Education budget proposal for review by OMB.
  9. Makes recommendations as to cost efficiencies, budget reductions, and program enhancements.
  10. Facilitates the BID process and finalizes BID documents after receiving final approval from the senior director and director for all Special Education general fund budgets.
  11. Processes relocation assistance payments, AEA signing bonus payments, paraprofessional referral bonus payments, and any other recruitment incentive programs that are sponsored by the Special Education Department.
  12. Processes settlement payments on behalf of the Special Education Department.
  13. Allocates and approves p-card purchases whose funding source is from the Special Education general fund budgets or the Special Education federal grants.
  14. Manages the processing and approval of payroll for the Special Education Department.
  15. Supports in the development of innovative programs, projects, solutions, and problem-solving related to department goals and major initiatives, with a particular emphasis on retention and recruitment of Special Education and Related Services staff.
  16. Facilitates district and department recruitment and retention efforts of Special Education and Related Services staff.
  17. Represents the Special Education Department as the liaison with Human Resources in decision making discussions regarding Special Education and Related Services staffing, vacancies, recruitment, and retention.
  18. Supervises and supports the Special Education administrative assistants as directed, including establishing work priorities, scheduling assignments and other organizing and planning, providing training to support staff duties, reviewing work assignments, and providing constructive feedback.
  19. Coordinates the contractor teacher process. This includes being the liaison between the District and contracting agencies for both Special Education teachers and Related Service providers, as well as being responsible for all tasks associated with the successful onboarding of all contractor employees in the Special Education Department.
  20. Manages the Building Special Educators program and the GETS program, and is the liaison for partnerships with other agencies such as the University of Alaska that support the Special Education Department's grow your own incentive programs.
  21. Coordinates and manages the development process for contracts with the Alaska Department of Education and Early Development, the Alaska State School for Deaf and Hard of Hearing, the Alaska Psychiatric Institute, and other agencies, under the supervision of the senior director of Special Education Instruction.
  22. Manages cooperative agreements and memorandums of understanding between the Special Education Department and outside agencies.
  23. Creates and manages service contracts for external consultants and contractors who are sponsored by the Special Education Department.
  24. Other duties as assigned by the senior director and director of Special Education Instruction.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
