Position Description:
The FHWA Construction Inspector (CI-I, CI-II, or CI-III) is responsible for performing construction inspection and construction management in support of Western Federal Lands Highway Division (WFLHD) administered bridge and highway projects. Typical responsibilities include, but are not limited to: recommending approval/rejection of material and workmanship; monitoring labor and safety provisions; maintaining daily inspection logs/reports; developing records of defects, reviewing of Construction Contractor's daily submittals, and preparationof other documentation. In the performance of day-to-day job duties, this position reports directly to a proHNS or FHWA Project Engineer. Candidates should anticipate performing the majority of their duties in the field, using project vehicles as field offices, on rural project sites with at times limited phone and internet service. Typical project sites include bridges, culverts, roadways, or recreational facilities located within National Forests, National Parks, and at other Federal, State, or County owned facilities outside of urban areas.

Day-to-day duties will include but are not limited to:

  • Plans and coordinates inspections with the Construction Contractor to minimize impacts on construction operations and confirms that critical inspections occur as required.
  • Verifies that workmanship, materials, and equipment installed by the Construction Contractor meets or exceeds the requirements of the contract drawings and specifications.
  • Performs overall inspection of highway and bridge-related construction activities, including documentation of all Construction Contractor activities as they relate to work performed under the construction contract.
  • Monitors overall project work methods for substantial compliance with permits and environmental permits.
  • Monitors the Construction Contractor's operations for compliance with the approved traffic control plans and determines substantial conformity with safe practices as required by the Manual of Uniform Traffic Control Devices (MUTCD) for construction zone work operations.
  • Inspects the work for substantial compliance with the construction contract requirements and industry standards for bridge and highway-related work.
  • Monitors the Construction Contractor's quality control operations to determine substantial compliance with construction contract requirements and the approved Construction Contractor quality control/quality assurance plan.
  • Performs quality assurance activities related to the collection of documented testing results, inspection, and construction surveying to assure and document compliance with the construction contract requirements.
  • Checks and verifies Construction Contractor survey work using equipment and methods capable of meeting the tolerances required in the construction contract.
  • Answers technical questions of the Construction Contractor clarifying, but not changing the construction contract requirements.
  • Measures and verifies the quantities of work performed for the Government's receiving report and acceptance of Construction Contractor pay notes.
  • Makes qualitative and quantitative judgments that are required by the construction contract at the work site, e.g. determining if a specific section of guardrail can be salvaged.

Qualifications:
  • Valid State-issued driver's license.
  • Ability to stand, walk, climb, and bend for an excessive amount of time.
  • Ability to lift and carry up to 60 lbs.
  • Ability to withstand and be exposed to varying weather and terrain conditions.
  • Available for varied duty shifts and for off-duty emergencies, particularly throughout periods when the Construction Contractor is working multiple shifts.
  • Ability to communicate effectively, orally and in writing.
  • Effective listening skills.
  • Experience interacting and communicating with partner agencies, the public, landowners, construction contractors, and other stakeholders.
  • Proficient in standard computer software including word processing, spreadsheets, database input, and electronic and internet-based file management software.
  • Familiarity working with construction specifications.
  • Direct knowledge and basic understanding of the MUTCD, AASHTO Policy on Geometric Design of Highways and Streets, ADA Standards for Accessible Design, and AASTO Standard Specifications for Transportation Materials and Methods of Sampling and Testing.
  • Knowledge of highway construction practices, methods, techniques, costs, materials, and equipment.
  • Familiarity with sampling and testing procedures and methods of acceptance, including statistical analysis, of highway/bridge construction soils, materials, and products.
  • Knowledge of the required documentation for compliance with sampling and testing.
  • Knowledge of measurement/documentation of work completed daily and how to maintain accurate and complete project records within prescribed guidelines.
  • Ability to provide a minimum of 3 professional references to be checked by Employer.

Ideal candidate will possess:
  • Prior experience in a similar position for FHWA, WFLHD, CFLHD, or EFLHD projects.
  • Familiarity with the WFLHD Construction Manual, Pay Notes, and Manual Supplements.
  • Experience with construction surveying & staking, as well as inspection of paving, bridge construction, traffic control, earthwork, pavement rehabilitation & preservation, structural concrete and steel construction, retaining walls, underground utilities, erosion control practices, drainage structures, etc.
  • Ideal candidate for CI-I position will possess:
    • Current NICET Certificate - Level III (Construction) AND at least 3 years of increasingly responsible inspection experience of which 2 years must have been on highway or bridge construction projects;
    • OR an Associate's Degree in Engineering Technology AND at least 3 years of increasingly responsible inspection experience, of which 2 years must have been on highway or bridge construction projects;
    • OR five years increasingly responsible experience as an inspector, project engineer, or equivalent on city, county state, or FHWA construction projects.
  • Ideal candidate for CI-II position will possess:
    • Current NICET Certificate - Level III (Construction) AND at least 5 years of increasingly responsible inspection experience of which 3 years must have been on highway or bridge construction projects;
    • OR an Associate's Degree in Engineering Technology AND at least 5 years of increasingly responsible inspection experience of which 3 years must have been on highway or bridge construction projects;
    • OR seven years of increasingly responsible experience as an inspector, project engineer, or equivalent on city, county state, or FHWA construction projects.
  • Ideal candidate for CI-III position will possess:
    • Licensed Professional Engineer with Construction Engineering emphasis OR Bachelor of Science in Civil Engineering OR Bachelor of Science in Construction Management, AND 3 years of on-site project administration OR 5 years of progressively responsible experience in highway and/or bridge construction projects;
    • OR current NICET Certificate - Level III (Construction) AND an Associate's Degree in Engineering Technology AND 7 years of increasingly responsible inspection experience of which 5 years must have been on highway or bridge construction projects;
    • OR 10 years of increasingly responsible experience as an inspector, project engineer, or equivalent on city, county state, or FHWA construction projects.
  • Candidates who do not meet the prescribed requirements for CI-I, CI-II, and CI-III, but possess relevant qualifications and experience, are still encouraged to apply and may be hired for projects on a case-by-case basis.

Pay: CI-I $40.00/RG hour, plus 1.5x overtime pay for over 40 hours per week

CI-II $50.00/RG hour, plus 1.5x overtime pay for over 40 hours per week

CI-III $60.00/RG hour, plus 1.5x overtime pay for over 40 hours per week
